IO selects EllisDon/STRABAG group as preferred proponent for Highway 401 rail tunnel project

Infrastructure Ontario (IO) and Metrolinx have selected Toronto Tunnel Partners (TTP) as the preferred proponent to design, build and finance the Highway 401 Rail Tunnel project, in support of the province’s GO Regional Express Rail (RER) program.

TTP team members include:

Applicant lead: EllisDon Capital Inc. and STRABAG Inc.
Construction: EllisDon Civil Ltd. and STRABAG Inc.
Design: WSP Canada Inc., Dr. Sauer & Partners, Amec Foster Wheeler
Financial advisor: EllisDon Capital Inc. and STRABAG Inc.

IO and Metrolinx expect to reach financial close in late fall 2017, with construction to begin shortly thereafter.

The project’s scope of work includes construction of a second tunnel under Highway 401/409 to accommodate two tracks, future signaling, communications infrastructure, and replacing footings of retaining walls that support the ramp from eastbound Highway 409 to eastbound Highway 401.

STRABAG, Inc., headquartered in Austria, has worked on a number of Canadian tunneling projects including the Niagara Tunnel Project and the Southeast Collector (SEC) Trunk Sewer – a 15 km long sewer to carry untreated sewage from York Region to a treatment plant in Durham Region

The successful proponents succeeded against competition from Omaha-based Kiewit, and TK Link, a partnership of Aecon Infrastructure Management Inc. and Dragados Canada Inc.
