Infrastructure Ontario and Metrolinx issues RFP, RFQ for two GTA transit projects

Just two days after issuing a Request for Qualifications (RFQ) for work on the Milton Corridor project, Infrastructure Ontario (IO) and Metrolinx issued a RFP on Nov. 17 to five prequalified teams to build and finance the Lakeshore East – East Corridor Expansion project.

The Lakeshore East competitors were selected based on criteria identified in the RFQ process that began in March 2017. Selection criteria included applicable construction experience and capacity to finance a project of this size and complexity.

The prequalified teams are: EllisDon Infrastructure Transit, Regional Rail Construction Partners, Golden Horseshoe Infrastructure Partnership, Steel Head Constructors and Graham Commuter Rail Solutions.

Once submissions are received, IO and Metrolinx will evaluate the proposals, select a preferred bidder, and then negotiate a final contract. A successful bidder is expected to be announced in summer 2018.

The scope of work for the Lakeshore East – East Corridor Expansion project includes:

  • Right-of-Way (ROW) works to construct 11 km. of third track infrastructure between Beechgrove Rd. and Durham Junction;
  • Expansion and upgrade of two rail bridges at Rouge River and Highland Creek;
    Expansion and rehabilitation of existing culverts; and
  • Construction of retaining walls to support additional track grading for the corridor.

Meanwhile, two days earlier on Nov. 15, IO and Metrolinx issued RFQs to design, build and finance the Milton Corridor project, including of an expansion of Milton GO Station, redevelopment of Meadowvale GO Station and a new Stations Operations West Facility.

The RFQ outlines the scope of work required, which includes:

Milton GO Station

  • New station building
  • Reconfiguration of parking lot layouts, bus loop, and passenger pick-up/drop-offs;
  • Accessible connections to train and bus platforms;
  • Upgrade of existing platform and infrastructure to support future layover of trains;
  • Upgrade of parking lot and additional parking spaces; and
  • Improved pedestrian connections and bicycle storage.

Meadowvale GO Station

  • New station building;
  • Reconfiguration of parking lot layouts, bus loop, and passenger pick-up/drop-offs;
  • Accessible connections to train and bus platforms;
  • Repair and replacement of damaged catch basins and storm sewer lines;
  • Upgrade of parking lot; and
  • Improved pedestrian connections and bicycle storage.

Station Operations West Facility

  • Partial demolition and retrofit/renovation of a vacant office and warehouse facility to accommodate future office, warehouse and parking needs for GO operations; and
  • New secured fleet vehicle parking lot.

The RFQ is the first step in the procurement process to select a team to deliver the project. IO and Metrolinx will evaluate submissions to prequalify project teams with the relevant design and construction experience.
