Three teams prequalified to design, build new Ontario Science Facility Complex in Oakville

Three teams have been prequalified to compete for a contract to design, build, finance and maintain a new government-owned Science Facility Complex in Oakville.

Infrastructure Ontario (IO), working with the Ministry of the Environment, Conservation and Parks (MECP) and the Ministry of Labour, Immigration, Training and Skills Development (MLITSD), selected the teams through a request for qualifications (RFQ) process launched in September 2025.

The prequalified teams were evaluated on their design, construction and facilities management capabilities, relevant project experience, qualifications of key personnel and financial capacity to deliver a project of this size and scope.

The three teams are:

Fengate PCL Progress Partners

  • Applicant leads: Fengate Capital Management Ltd. and PCL Investments Inc.
  • Lead architect: Parkin Architects Limited
  • Construction team: PCL Constructors Canada Inc.
  • Facilities management: Honeywell Limited
  • Financial advisor: National Bank Financial Inc.

Amico Science & Technology

  • Applicant lead: Amico Major Projects Inc.
  • Lead architects: HOK Architects Corporation and WSP Canada Inc.
  • Construction team: Amico Design Build Inc. and Allyant Design and Construction Inc.
  • Facilities management: Dexterra Group Inc.

Technology and Nature Integrated Collaborative (Plenary/EBC)

  • Applicant lead: Plenary Americas Holdings Ltd.
  • Lead architects: DIALOG Ontario Inc., Bouthillette Parizeau Inc. and The HIDI Group
  • Construction team: EBC Inc. and Plan Group Inc.
  • Facilities management: Equans Services Inc.

Infrastructure Ontario is expected to issue a request for proposals (RFP) to the three prequalified teams in early fall 2026.

Infrastructure Ontario, MECP and MLITSD will evaluate the proposals, select a preferred team and negotiate a final contract. The successful proponent is expected to be announced in late 2027.

The new Science Facility Complex will replace MECP’s existing facility at 125 Resources Road and MLITSD’s temporary facility at 6295 Northam Drive, formerly located at 81A Resources Road.

The government-owned complex will consolidate the ministries’ existing operations into a single modern science and laboratory facility.

The complex will feature flexible, purpose-built laboratory, science workshop and office spaces designed to support current operations and future growth.

Co-locating the ministries is also expected to create operational efficiencies by streamlining workflows, allowing specialized equipment to be shared and strengthening emergency preparedness through joint response capabilities.

The facility is being designed with future needs in mind, including infrastructure to support emerging economic sectors and advanced monitoring of radiological materials, environmental contaminants and live viruses.

The adaptable office, laboratory and science workshop spaces are being designed to achieve Leadership in Energy and Environmental Design (LEED) Silver certification.
