Where is CoR currently mandatory?

The Certificate of Recognition (CoR) certification is currently mandatory for these jurisdictions:

  • Metrolinx (all projects as of Jan 1, 2018);
  • Greater Toronto Airport Authority (any project as ‘constructor’ in excess of $5 million as of 2018, moving to all projects by 2021);
  • Toronto Transit Commission (all projects as of Jan. 1, 2019);
  • York Region (any project in excess of $150,000);
  • Infrastructure Ontario (presently a requirement in direct deliver RFPs);
  • City of Toronto (all projects as of Jan. 1, 2019);
  • City of Brampton (any project in excess of $25 million as of Jan. 1, 2019, moving lower to $10 million in Jan. 2020);
  • City of Mississauga (any project in excess of $25 million as of Sept. 1, 2019, moving lower to $10 million in Sept. 2020);
  • City of Milton (CoR registration/certification is a requirement for general contractors and major sub-trades as of Jan. 1, 2019 on projects in excess of $5 million. This will be lowered to projects greater than $500,000 in 2020.
